Family Self-Sufficiency Program (FSS)

The Family Self-Sufficiency (FSS) Program is a HUD program that encourages communities to develop local strategies to help families obtain employment that will lead to economic independence and self-sufficiency.

A GHA staff member works with welfare agencies, schools, businesses, and other local partners to develop a comprehensive program that gives participating FSS family members the skills and experience to assist them in obtaining employment that pays a living wage and hopefully, enable them to live without any form of public assistance.

  • FSS program services may include, but are not limited to: child care, transportation, education, job training and employment counseling, substance/alcohol abuse treatment or counseling, household skill training, and homeownership counseling.

  • Families who enroll in the FSS program are required to sign a five-year contract that sets goals specific to each family. An interest-bearing FSS savings account is established by GHA for each participating family and any savings, based on increases in earned income of the family, are credited to this account by GHA during the term of the FSS contract. If the family completes the contract and no member of the family is receiving cash welfare assistance, the balance of the FSS account is paid to the head of the family.
